“The disposal of pesticide packaging used by rural producers is mandatory in appropriate places in order to avoid serious environmental damage, since it can contaminate animals, plants and people. On the other hand, some rural producers have difficulties with transporting these packages to the collection unit. At this point, our partnership with Seagri is fundamental” –
Denise Fonseca, president of Emater-DF

Regulated by federal law, the return of crop protection packages used by rural producers requires strict criteria to avoid incorrect disposal. To facilitate this logistics and ensure the prevention of environmental damage, rural producers in Tabatinga, in Planaltina, will be able to leave these containers at the Emater-DF office in the region next Wednesday (6), between 8 am and 12 pm. The action is part of the Agricultural Pesticides Packaging Collection Campaign carried out by the company’s offices, with the support of the Department of Agriculture of the DF (Seagri) and the Association of Agribusiness Companies (Aeagro).

The president of Emater-DF, Denise Fonseca, believes that the campaign has two relevant aspects, the environment and the ease for the rural producer. “The disposal of pesticide packaging used by rural producers is mandatory in appropriate places in order to avoid serious environmental damage, since it can contaminate animals, plants and people.

On the other hand, some rural producers have difficulties with transporting these packages to the collection unit. At this point, our partnership with Seagri is fundamental”, explained the manager.

The campaign was conceived by the Environmental Management of Emater-DF in 2013. Since then, extension technicians have been working to create and strengthen, in rural producers, awareness of the importance of correct disposal for the preservation of the environment and for the everyone’s health. In 2020 and 2021 the campaign could not be carried out because of the pandemic.

The manager of the Emater-DF office in Tabatinga, Alessandro Rangel, expects to receive a record amount of packages. “We serve around 40 producers in this region who use pesticides on their plantations. We will collect the packages corresponding to two years and imagine a large quantity. There will be tons of toxic waste that could be contaminating the soil and the water table, this is how important our campaign is”, said Alessandro.

Law No. 7,802/89, regulated by Decree No. 4,074/2002, defines rules that must be followed from the moment the product is submitted for approval for commercialization.

Upon receipt, the extension technicians will register the producer and make the proper separation by type of pesticide, size and quality of the package. At the end, the material collected will be taken to the Association of Rural Producers of Tabatinga (Agrotab), from where it will be collected by Seagri’s truck and delivered to Aeagro’s Empty Packaging Collection Unit (Urev). After delivery, a technician will issue a document attesting to the return according to the information on the invoice.

Legislation

The need for proper disposal of pesticide packaging stems from the fact that they are strong chemical products that, if misused, cause damage to the environment and people.

Thus, Law No. 7,802/89, regulated by Decree No. 4,074/2002, defines rules that must be followed from the moment the product is submitted for approval for commercialization, in which it must be analyzed by three different governmental bodies – the National Health Surveillance Agency (Anvisa), the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama) and the Ministry of Agriculture, Livestock and Supply (Mapa) -; its use prescription, with the agronomic prescription and the issuance of a document that gathers safety information about the product (emergency form); until the time of disposal of empty packaging.

The Aeagro Empty Packaging Collection Unit will receive the material collected at the Association of Rural Producers of Tabatinga. Seagri participates in the operation by transporting between the agencies

According to the decree, the final destination of leftovers and packaging must be in adequate facilities for their reception, where they will be stored until they are collected by the companies that hold the registration, producers and traders of the product. Aeagro is a point for receiving packages of agricultural pesticides in the DF and is located 60 km from Brasília, in PAD-DF. The site serves grain, fruit and vegetable producers in the eastern region of the Federal District.
