State Government starts dialogue for Ecological Economic Zoning of the Southern Hydrographic Region of Santa Catarina

Meetings at the offices of the Association of Municipalities in the Laguna Region (Amurel) and the Association of Municipalities in the Coal Region (Amrec) marked the beginning of the activities to prepare the Ecological Economic Zoning in the Hydrographic Region (RH) 09, in the south of Santa Catarina. The meetings took place on Monday, the 23rd.

According to the coordinator of the ZEE in Santa Catarina, Monica Koch, the objective of the meetings was to present the methodology for preparing the zoning, which depends on the engagement of local actors. “The data that the elaboration team collects are presented for validation of the local agents in the studied areas, so that the zoning actually reflects the socioeconomic and environmental situation of the region and results in a projection on local development with a focus on sustainability and the quality of life of the populations”, he explains.

The meetings held in Laguna and Criciúma were attended by mayors and representatives of the different public sectors of the municipalities that make up the RH 09. The drafting team, in addition to the coordinator, Monica Koch, was attended by the Planning and Territorial Management advisor of the Executive Secretariat for the Environment. Ambiente (Sema), Jorge Rebollo Squera, economist Pietro Aruto and geographer Julio Fernandes de Oliveira, who worked on the elaboration with the support of the Foundation for Support to Research and Innovation of Santa Catarina (Fapesc).

In Santa Catarina, the ZEE has been implemented in stages, by hydrographic region. The first region to have zoning completed was RH 03, in Vale do Rio do Peixe. The elaboration involves different secretariats and state agencies, which are part of the State Coordination Commission. Operationally, the activities are led by a multidisciplinary team linked to the Executive Secretariat for the Environment (Sema) and the State Secretariat for Sustainable Economic Development (SDE).


The first stage in preparing the ZEE is the diagnosis, which is an assessment of current socioeconomic and environmental conditions. Subsequently, the prognosis will be developed, which is a survey of scenarios for the development of the region. Finally, these documents support the management plan and the production of the zoning map.

Importance of the ZEE

The Ecological Economic Zoning is an instrument for organizing the territory to be followed in the implementation of plans, works and public and private activities. It has its guidelines and functions described by federal and state legislation. Zoning establishes measures and standards of environmental protection aimed at ensuring the quality of the environment, water resources and soil and the conservation of biodiversity, ensuring sustainable development and the improvement of the population’s living conditions. In addition, it is a tool that helps to identify regional inequalities and potential for local development.
